Senator Harris working to improve better health care to athletes

041515CM0989Springfield, IL –Legislation sponsored by Senator Napoleon Harris (D-Harvey), allowing certain out-of-state health care professionals to practice medicine in Illinois while on contract to provide care to an athletic team, passed the senate today. 

Currently there is no exemption for health care professionals in contract with athletic teams to provide care to athletic team members, coaching staff or families traveling with the athletic team in Illinois without a license to practice in the state. 

“This measure would allow for teams to travel with their health care professionals, thereby allowing individuals to receive treatment from someone who is better informed on their medical history,” Harris said. “As a former professional athlete myself, I know firsthand the importance of traveling with a qualified physician who knows my medical history. This bill allows skilled health care professionals to provide the medical attention athletes need while they travel in Illinois.”

Senate Bill 785 gives exemption to health care professionals for 10 days per sporting event with an option to extend the exemption up to 30 days.

The legislation passed the Senate with 54 – 0 and will be sent to the House. 

Minority Business Summit is a huge success

Minority Business Summit in Rockford

On April 10 I joined State Senator Steve Stadelman, Representative Litesa Wallace and several state agencies for the first of many Minority Business Summits. The purpose of these meetings is to inform minority business owners about programs and opportunities offered by the state. These events create a space for open dialogue about issues minority owned businesses face and how we can foster an environment that is more welcoming for the expansion of minority owned businesses in Illinois.The event was a great success, and I am looking forward to being a part of more in the near future.

The next event will be April 27 with Senators Dave Koehler and Napoleon Harris, State Representative Jehan Gordon-Booth and Larry Ivory, president of the Black Chamber of Commerce. The event is from 6-7:30 p.m. at the Morning Star Baptist Church in Peoria, IL.

Senator Harris at South Holland Burger King Ribbon-Cutting

20150316 102840On Monday, March 16 Senator Harris, along with many others, joined in welcoming the new South Holland Burger King restaurant at a ribbon-cutting ceremony. Those who assisted in the ceremony include South Holland Mayor Don De Graff, business owner Barrington Rutherford, Director of Economic Development John Watson, Village of South Holland trustees and Bonita Parker with ComEd.

"Anytime a new business opens in our community, it is a great thing. Business brings new jobs and opportunities that will continue to help our community prosper,” Harris said.

The new restaurant is located at 359 E. 162nd Street, South Holland, IL.

Dear Friends,

 

I am reaching out to you today to discuss what has been going on the last few weeks, along with some of my past legislative accomplishments and what I plan to do as we move forward.

 

This spring session is likely to be both eventful and exciting. We have heard a State of the State Address from the governor, which outlined some important issues while offering few solutions. Additionally, we heard a budget address rampant with cuts to important social service programs in the state. I understand the governor has a tough task with passing a balanced budget. I also applaud the governor in his efforts to increase African American and minority jobs, but his budget plan is not a solution to the issues we face.

 

Now more than ever, it will be important to work together in a bipartisan fashion to address the deepest and most pressing issues our state faces. It is my intent to make sure we keep Illinois on track, and ensure our communities have the resources they need to thrive.

 

Past Legislative Recap

 

Over the past two years my general focus has been improving neighborhoods, bringing jobs to the district and addressing issues of public safety. I have fought hard for the creation of a violent crimes task force in an effort to reduce the level of violence throughout our communities.

 

I have been a strong advocate for schools and education. Last year I supported a proposal that would have changed how Illinois distributes its education funds to schools. The amount of state dollars going to districts would have depended on the number of low-income students, English language learners and special education students. I intend to support a similar plan this year.

 

Additionally, I have been a strong advocate for the Urban Flooding Awareness Act, which will help us figure out how to prevent flooding in our communities. My other efforts included legislation protecting seniors from physical abuse in nursing homes (House Bill 4584), and ensuring beverages are served responsibly (HB5926).

 

I believe in our community, and I will continue to fight for legislation that will benefit the 15th district and the State of Illinois.

 

Moving Forward

 

Going forward into this legislative session I will work hard to continue my efforts to improve the job market, education and the small business climate at home. I will work with my colleagues in the Senate, and across party lines to resolve our state’s most pressing issues.

 

This year I have the honor and privilege of serving as the Vice Chair of the Insurance Committee. My other committees include Transportation, Public Health, and Commerce and Economic Development. These positions will allow me to further advocate for policy and legislation important to the district and Illinois.

 

I am planning some exciting upcoming events such as district office open houses and roundtable discussions. Please be on the lookout for announcements of these events.
